The Self-Determination Program
Take control of your services—and your budget.
California’s Self-Determination Program (SDP) gives Regional Center participants full choice over the services, supports, and providers that best fit their needs. Case workers remain involved, but participants and their families lead the planning and decision-making.
Participants create a person-centered plan, receive an annual budget, and decide how to use their funds within state and federal guidelines.
Aveanna Support Services serves as a Financial Management Service (FMS) provider.
Role of the FMS
The FMS is the only vendor contracted with Regional Centers in SDP. Responsibilities include:
- Managing the participant’s budget
- Paying for chosen services according to guidelines
- Verifying provider qualifications
- Issuing monthly budget statements to participants and Regional Centers

General Self-Directed (General SD) Supports (099)

General Self-Directed (General SD) Supports offer short-term coaching and training for individuals and families who want more independence in managing their services. This support helps participants build essential skills to plan effectively and coordinate their own services and providers.

For two decades, Aveanna Support Services has provided Employer of Record services to the intellectually and developmentally disabled community through the regional center system of California. This model of service applies to Respite, Personal Assistant, Specialized Supervision, and Socialization Training services.
Care on your terms. A life of fulfillment.
If you’re new to Support Services, here’s how it works. First, individual clients and/or their families hire, train, supervise, and schedule a worker of their choice. Meanwhile, Aveanna Support Services partners with you to take care of the payroll and paperwork so you can focus on the care.
Once a family chooses their care provider and requests authorization for service hours from their Service Coordinator at the Regional Center, Aveanna implements a screening process in compliance with regional center guidelines. Once the care provider is approved, families are in charge of their training and supervision. Working closely with you and the Regional Centers, Aveanna Support Services handles:
- Issuing paychecks or direct deposits with all applicable withholdings
- Processing and remitting all payroll taxes and issuing W-2 income tax forms
- Covering the care providers under Aveanna’s employment insurance policies

Social Recreation Program (459)
Turn recreation into opportunities for growth, connection, and joy.
Recreation Services give individuals with developmental disabilities the chance to enjoy meaningful, community-based activities such as sports, clubs, outings, and camps. These experiences help build social skills, improve wellness, and foster inclusion.
Aveanna partners with California Regional Centers to support payment processing for these services as a Financial Management Service (FMS).
